Authorizes Utah to join the Interstate Compact for Adult Offender Supervision, which replaces an existing compact that has become outdated and unworkable. Governs the movement of probationers and parolees across state lines. The primary changes to the original compact include the establishment of a national governing commission; rulemaking authority for the national commission; representation of all member states on the national commission; notification to victims of offender movement; sanctions for violations of the compact; and provisions regarding the collection, reporting, and exchange of information. The effective date is the later of July 1, 2001 or upon the enactment of the compact into law by the 35th jurisdiction.

Amends ignition interlock provisions to exclude DUI offenders whose violation involves drugs other than alcohol. Requires the ignition interlock provider to cover the ignition interlock costs of offenders unable to pay. Repeals the ignition interlock fee of $100 required to be paid by defendants. States that operating a motor vehicle in violation of any ignition interlock restriction is a class B misdemeanor.
